Fiscal Responsibility
Though Texas has enjoyed unprecedented growth over the course of the last few years, the effects of the national recession have led to predictions for a budget shortfall that range between $9 and $16 billion. To maintain a balanced budget, we must demonstrate fiscal restraint and prepare to make some tough decisions. Just as I lowered the tax rate seven times while serving on Bexar County Commissioners Court, I will work to protect taxpayers at the state level and ensure that the budget is balanced.
Transportation
Since 1986, the Texas Legislature has continuously cannibalized the state motor fuel tax fund, Fund 006, to balance the state budget. Diversions from Fund 006have created severe shortfalls in funding for state roadways. The Legislature must demonstrate discipline by utilizing Fund 006 exclusively for new highway construction and maintenance. If elected, I will work to end these diversions from Fund 006 and find ways to build the much needed additional capacity to our state roads.
Protecting San Antonio’s Military Presence
As the former Chairman of the Military Transformation Task Force, I helped protect San Antonio’s military facilities during the 2005 Base Realignment and Closure (BRAC) round. We were able to turn a projected loss of more than 1,000 jobs into a net gain of nearly 11,000 jobs, establishing south Texas as the home of all medical military medical training in the United States. I am committed to cultivating the military's presence in San Antonio and will work to develop solutions to protect the mission of Camp Bullis and Fort Sam Houston.
Education
The Texas Legislature has a responsibility to ensure Texas children receive the highest quality education so they are best equipped for their future after graduation. The Legislature also has a responsibility to you, the taxpayer, to ensure your investment in educating our children is used wisely. If elected, I will work to develop innovative strategies to reach the ultimate goal of increasing the quality of public education.
